This graph tells us the number of employees receiving a promotion with a calendar year. Some promotions are progression promotions and others are new positions the employee applied for within the organization.
Why This Measure Matters
Internal promotions demonstrate growth opportunities and help retain institutional knowledge.
What’s the Story?
There is currently no widely published statewide or national benchmark for internal promotion rates in local government. However, many public agencies now track internal promotion or internal hire rates as key workforce indicators, including cities such as Seattle and various federal entities. Skagit County is establishing its own baseline for internal promotion rate so we can monitor progress over time and evaluate how effectively we are developing and advancing internal talent.
