Skagit County needs a cross-jurisdictional incident management team to effectively manage large incidents. This measure is supported by local cities and aligns with FEMA’s NIMS and the National Qualification System (NQS) and contributes directly to local and regional operational readiness.
What’s the Story?
To strengthen and sustain the interlocal partnership between Skagit County and its member cities and towns by enhancing cross-jurisdictional collaboration, clarifying roles and responsibilities, and improving transparency in budget allocation. This measure will ensure that the 40 percent municipal investment translates into timely, equitable, and high-quality emergency management services—rebuilding trust, demonstrating value, and securing continued support for a resilient regional response framework.
