This graph shows us the percent of 32 Planning, Organization, Equipment, Training, and Exercises (POETE) Capabilities with a score of 3 or higher at Skagit County.

  • Supports Strategic Planning & Investment: Helps prioritize resources and funding by identifying where capabilities are strong and where gaps exist.
  • Demonstrates Readiness Across the Whole Community: Provides a comprehensive view of our joint ability to respond effectively, beyond just individual efforts or events.
  • Enables Measurable Progress: Establishes a baseline and tracks improvement over time, which is key for performance reporting and accountability.
  • Meets Grant & Compliance Requirements: Many federal and state preparedness grants (like HSGP and EMPG) require POETE-based capability assessments and justifications.
  • Informs Real-World Response Capabilities: Ensures all five elements of preparedness are aligned and functioning together to support an effective response during emergencies.
